Seoul South Korea People Crush Incident

According to multiple news reports, coinciding with the day of Halloween, about and at least 150 individuals perished perhaps the result of literally being crushed by a dense crowd packed into a relatively small area.
Reports say police presence in the time frame the incident unfolded was minimal.

It may be a good sign, in that crime may be minimal.
However, there are other locales in the world that have the knowledge and experience, such as the governing bodies and police, that once there is a crowd over a certain number of persons in a certain size space, police presence is to occur, end of discussion.
The basic reason, there are just too many possibilities of what could go wrong, and if something of an anomaly does happen, the extent of ramifications when there are huge amounts of persons.
An example number may be about 2000 persons active in one locale, shopping, celebrating, concerts, or just a night on the town.
Seoul last Saturday night is said to have about 100,000 in roughly one area.
The amount could be fine in an isolated scenario of nothing unusual occurs, as 100,000 can be seated in some sports stadiums. But in the stadium they are controlled and seated ( unless an emergency).

Bridge caves in from too much weight on it
Crush of persons, now commonly referred to as a surge.

Condolences are sent out.
There were Americans amongst the victims.

Whether you celebrate Halloween or not, this incident certainly has left many aspects to prepare to prevent.
