Large first responder presence is on the scene.
Large may go a long way, however, exact tools to successfully rescue is critical.

So far, a statement generated: FAA statement: "A PSA Airlines Bombardier CRJ700 regional jet collided in midair with a Sikorsky H-60 helicopter while on approach to Runway 33 at Reagan Washington National Airport around 9 p.m. local [Eastern] time. PSA was operating Flight 5342 as American Airlines. It departed from Wichita, Kansas."

The helicopter might be Army.

Updates/comments as they come in will go below this line:
It appears the helicopter flew into the airplane at almost an exact 90% horizontal trajectory, based on available footage seen so far. 
It also appears there were at least 2 pieces of post aircraft collision craft parts that fell into the water; it might be hard to tell at this point before magnified analyses, which parts belonged to which aircraft; which I'm certain there will be plenty of that analyses soon. Force of collision might affect definitive what was what.
