What is meant by 'heating up'?
In this case it refers to activities like protesting and emotions, sentiments, or heat that flows through masses of people, such as in the thousands of people, at a time.
The region should be under observation as called for.
There has been unrest in Serbia especially in the way of protests.
There was a recent concert in Croatia where a renown for the region individual, war veteran of Croatia, was considered a hallmark of the event, reference Marko Perkovic. Of concern to the global community in the main is the usage of what appears to 'Nazi' symbols.
A few comments: Today, a lot of young people are involved, late teens, to early 30s, students at universities, with currents for political change.
Newer generation, psycho-physiological composition somewhat different; foods available, maybe not as harsh and confined as it was 50 or 100 years ago, fast food available, nutritional access different, air conditioning, family values, and other stresses and strains, other dynamics now. And knowledge and understanding; computer age allows for huge amounts of information in tiny parts and pieces to be amassed in moments, social media, cell phones etc. Depth of understanding, which may be pivotal, might be different.
All said, as new wave or watered-down levels compared to ancestors and earlier generations, the activities and signs of support could have dangerous aspects.
Basically, it's very easy for thousands of 20 somethings to get on a momentum building of heat for a cause and it passes the threshold to symbols and cheer, gatherings for social occasion with themes patriotism, into unrest, violence, endangering themselves and others. Not to leave out attempts at coup de tats and that sort of scenario; then it's young and unprepared to lead leading because they have a gun in their hand.
